MPA 04-22 JBAL Bonus Authorized User List The purpose of this message is to provide procedures for requesting inclusion to the Bonus Authorized User List within the JBAL application. All Navy personnel who submit Bonus type cases to DFAS-CL via DWOWS System, MUST request to be included in a DFAS-CL AUTHORIZED USER LIST (JBAL) application to enable their cases to be processed at the central site. The JBAL application lists all authorized Navy personnel who submit bonus cases. If your name is not listed in DFAS CL’s JBAL list your case will not be processed, and it will be closed with no action. Adaptive Mobilization (AM) is the use of mobilization pathways tailored to the mission requirements of the ultimate duty station. Navy Personnel Command (NPC) deployed eNavFit to the Reserve Component in December 2021 as described in reference (a). NAVFIT98A is scheduled to sunset in late Fiscal Year 2022. Until then, NPC will still accept reports generated via NAVFIT98A. Active Component Sailors will be able to access eNavFit through BUPERS Online (BOL) and NPC Document Services for online EVAL and FITREP drafting, routing, review and submission.
